This web page is concerned with the problems that can arise when a public right of way (PROW) crosses the boundary between two councils. There are two main problems. It may be that there is a gap between where the two councils believe their responsibilities lie. Or it may be that the route of the PROW lies along the boundary meandering in and out of the areas looked after the councils several times and not all bits of these meanderings appear in the sets of data provided by the councils.
